Press release

The oral examination of Johanna Anttonen's doctoral thesis will take place on Maneesinkatu 6, central Helsinki, on 9 September. Anttonen has a master's degree in both education and the arts. She has been in the doctoral programme at the National Defence University since 2012 and her doctoral thesis is on military pedagogy.

The custos is Juha Mäkinen, professor of military pedagogy at the National Defence University. The opponent will be Docent Risto Honkonen from the University of Tampere.

The title of the doctoral thesis is "Building a common security. The possible synergies of developing the police and office professions in tandem." As Finnish law requires that the Police and the Defence Forces provide assistance to other authorities, Anttonen's thesis explores the possibilities for enhancing this cooperation. Both the Police and the Defence Forces are powerful authorities and both are trusted by the public. Anttonen explores the options in light of the different theoretical concepts of comprehensive security found in various strategies and by exposing how concepts of comprehensive security are presented. When viewed within the framework of comprehensive security and European tertiary degrees, the research shows that increasing cooperation between the professions of police and officer is possible within the limits set in the research.

One of the most important findings of the research is that these two professions, although obtained through alternative educational paths, could be regarded as equivalent. The research also draws attention to how inconsistent government documents are in their usage of the concept of security and how different authorities can act in actual reality especially in peacetime and from the perspective of training and education.

The doctoral thesis can be downloaded online from the National Defence University's Doria Publication Archive (www.doria.fi) as of 17 August 2016.

Johanna Anttonen obtained her master's degree in education from the University of Joensuu in 2003 and her master’s degree in arts from the University of Oulu in 2008. She has worked at the National Defence University since 2008, first as planning coordinator for education and training and currently as the head of educational development. Before starting her doctoral studies at the National Defence University, she was in the multidisciplinary doctoral programme of the Kajaani University Consortium.
