Open science

The National Defence University participates in advancing open science within the Finnish research community. The university has signed the Declaration for Open Science and Research. The declaration states that science and research results should be accessible to everyone and utilized as widely as possible. Open science enhances the reliability of research and its societal impact.

In line with the declaration, the National Defence University is committed to:

•    Promoting the nationally agreed objectives for open science and research as part of its strategy and governance, taking into account the special characteristics of the organization.
•    Supporting and encouraging staff in their daily work to achieve the goals and objectives of open science.
•    Actively participating in national cooperation to advance open science and research.

According to the declaration, all new research publications from the National Defence University should be immediately available as open access.

Open Publishing

The NDU document [insert document number and name here] guides researchers to publish research articles and conference papers openly in scientifically high-quality venues:
•    In fully open access journals (the so-called diamond OA model) under a Creative Commons (CC) license (more information: Creative Commons Finland).
•    In publication venues that allow immediate self-archiving of the article in NDU’s repository under a CC license.
•    In venues where open publishing under a CC license is included in the licensing agreement without additional cost.

If these options are not feasible, publishing is also allowed in hybrid journals where the Article Processing Charge (APC) is reasonable, or in publication venues that permit self-archiving after an embargo period.

The NDU’s own publications and dissertations are published under a CC license in the university’s open-access Doria publication archive.

Open Research Data

Researchers at the National Defence University can make their research data openly available using national infrastructures such as CSC’s Fairdata services or the Finnish Social Science Data Archive.

The NDU is part of the DMP Consortium, a national collaboration network promoting research data management planning in Finland. The consortium maintains the DMP Tuuli tool, which supports data management planning.

Services and Support at the National Defence University

 

The NDU Library provides education on open science at all degree levels. It also supports authors before and after publication by, for example, checking publication fees and self-archiving rights.

The library archives all CC-licensed articles and conference publications, as well as self-archived publications, in the Doria publication repository.

The library also supports researchers in opening their research data.

Act on the Openness of Government Activities

Most research conducted at the National Defence University is open and peer-reviewed. However, due to the university’s mission, some research-related documents may be classified. For example, a research report may include individual confidential sections. The purpose of the Act on the Openness of Government Activities is to implement the principle of transparency in public administration and regulate the confidentiality of documents. For classified materials, the NDU always complies with the Act and adheres to the principles of good scientific practice.
